Project overview
Vectos supported Harrogate Borough Council with the masterplan for a new settlement concept east of Harrogate. Working with Gillespies and Cushman & Wakefield, we helped develop the Land Use Framework Masterplan for at least 3,000 homes along with supporting facilities and infrastructure.
The masterplan is based on nine strategic themes including: Design Quality & Local Character; Village Relationships; Sustainable Travel – Notably Rail; Facilities & Local Centres; Landscape & Open Space; Housing Mix & Neighbourhood; Deliverability; Jobs & Skills; Engagement & Stewardship.
Our approach
Following a Baseline Assessment, we considered three main settlement option strategies based around connectivity to the two existing rail stations. These were assessed against a range of criteria covering access by sustainable modes, vehicular movement and mitigation, implications for Network Rail and compliance with policy.
Vectos was instrumental in developing a sustainable network for pedestrians and cyclists and including significant transport infrastructure changes such as improvements to the A59, and the A1(M) J47, removing level crossings and replacing those with new bridges over the railway.
In 2020, this scheme has been adopted by the council as part of its Local Plan allocations.
